CREATING A CARPET RECYCLING STRATEGY COMMITTEE. |
WHEREAS, §6450, Title 7 of the Delaware Code provides that "It is determined that the reduction of solid waste disposal and recovery of usable materials from solid waste are matters of extreme importance in minimizing the environmental impact of solid waste disposal through landfilling."; and
WHEREAS, carpet is made from petroleum products; recycling carpets reduces petroleum dependence as well as energy use; and
WHEREAS, carpets currently account for almost 2% of all landfill waste; carpet recycling extends the lifetime of our landfills; and
WHEREAS, carpet recycling creates jobs in Delaware and requiring recycling carpet in Delaware would create significant jobs;
NOW THEREFORE:
BE IT RESOLVED by the Senate and the House of Representatives of the 146th General Assembly, with the approval of the Governor, that the Governor shall establish a Carpet Recycling Strategy Committee. The Committee shall comprise of the following appointments:
a. Two appointments from the Secretary of the Delaware Department of Natural Resources and Environmental Conservation, which shall include 1 representative from the Division of Waste and Hazardous Substances and 1 representative from the Division of Air and Waste Management;
b. One appointment from the Delaware Solid Waste Authority;
c. One appointment from the Delaware Economic Development Office;
d. One appointment from the Delaware carpet recycling industry;
e. One appointment from the Delaware carpet installers;
f. One appointment from the Carpet and Rug Institute;
g. Three appointments from the Delaware General Assembly Leadership, which shall include 1 Representative from the Senate and 2 Representatives from the House, one from the majority party and one from the minority party.
BE IT FURTHER RESOLVED that the Committee shall be charged with gathering information to develop a ten-year Carpet Recycling Strategic Plan for Delaware, including:
a. Determining the current practice and volume of carpet disposal in Delaware;
b. Establishing funding mechanisms for encouraging universal carpet recycling in Delaware;
c. Establishing oversight and implementation of the Carpet Recycling Plan; and
d. Developing a strategy for banning the landfilling of carpets in Delaware.
BE IT FURTHER RESOLVED that the Committee shall be formed within 60 days of the effective date of this Act, select a Chair among their members, and be supported administratively by the Delaware Department of Natural Resources and Environmental Conservation, and submit a report to the General Assembly by March 15, 2012.
BE IT FURTHER RESOLVED that the Committee shall meet monthly until a report is submitted.

This Joint Resolution establishes a Committee to study carpet recycling and to report to the General Assembly. |
