House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Legg moved the following: 1 Senate Amendment to Amendment (420294) (with title 2 amendment) 3 4 Between lines 413 and 414 5 insert: 6 Section 9. Subsection (5), paragraph (j) of subsection (6), 7 and paragraph (a) of subsection (8) of section 1007.35, Florida 8 Statutes, are amended to read: 9 1007.35 Florida Partnership for Minority and 10 Underrepresented Student Achievement.— 11 (5) Each public high school, including, but not limited to, 12 schools and alternative sites and centers of the Department of 13 Juvenile Justice, shall provide for the administration of the 14 Preliminary SAT/National Merit Scholarship Qualifying Test 15 (PSAT/NMSQT), or ACT AspirePreliminary ACT (PLAN)to all 16 enrolled 10th grade students. However, a written notice shall be 17 provided to each parent that shall include the opportunity to 18 exempt his or her child from taking the PSAT/NMSQT or ACT Aspire 19PLAN. 20 (a) Test results will provide each high school with a 21 database of student assessment data which certified school 22 counselors will use to identify students who are prepared or who 23 need additional work to be prepared to enroll and be successful 24 in AP courses or other advanced high school courses. 25 (b) Funding for the PSAT/NMSQT or ACT AspirePLANfor all 26 10th grade students shall be contingent upon annual funding in 27 the General Appropriations Act. 28 (c) Public school districts must choose either the 29 PSAT/NMSQT or ACT AspirePLANfor districtwide administration. 30 (6) The partnership shall: 31 (j) Provide information to students, parents, teachers, 32 counselors, administrators, districts, Florida College System 33 institutions, and state universities regarding PSAT/NMSQT or ACT 34 AspirePLANadministration, including, but not limited to: 35 1. Test administration dates and times. 36 2. That participation in the PSAT/NMSQT or ACT AspirePLAN37 is open to all 10th grade10students. 38 3. The value of such tests in providing diagnostic feedback 39 on student skills. 40 4. The value of student scores in predicting the 41 probability of success on AP or other advanced course 42 examinations. 43 (8)(a) By September 30 of each year, the partnership shall 44 submit to the department a report that contains an evaluation of 45 the effectiveness of the delivered services and activities. 46 Activities and services must be evaluated on their effectiveness 47 at raising student achievement and increasing the number of AP 48 or other advanced course examinations in low-performing middle 49 and high schools. Other indicators that must be addressed in the 50 evaluation report include the number of middle and high school 51 teachers trained; the effectiveness of the training; measures of 52 postsecondary readiness of the students affected by the program; 53 levels of participation in 10th grade PSAT/NMSQT or ACT Aspire 54PLANtesting; and measures of student, parent, and teacher 55 awareness of and satisfaction with the services of the 56 partnership. 57 58 ================= T I T L E A M E N D M E N T ================ 59 And the title is amended as follows: 60 Delete line 1585 61 and insert: 62 requirement; amending s. 1007.35, F.S.; revising the 63 exams each public high school is required to 64 administer to all enrolled 10th grade students to 65 include ACT Aspire; amending s. 1011.62, F.S.; 66 creating a
