Creates Office of Homeowners' Association Ombudsman within Division of Florida Condominiums, Timeshares, & Mobile Homes of DBPR; provides for funding of office; directs Governor to appoint ombudsman; provides requirements for ombudsman; prohibits ombudsman & officers & full-time employees of office from holding certain positions, engaging in certain activities, or receiving certain remuneration; provides for principal location of ombudsman's office; specifies powers & duties of ombudsman; provides for administration of election monitoring process; provides that specified rule governs administration of election monitoring.
