Requires owners of onsite sewage treatment & disposal systems to have such systems periodically inspected; directs DOH to administer inspection program & specified grant program; requires DOH to adopt rules relating to such programs; establishes filing fees for specified inspection reports; revises specified application, permit, inspection, & registration fees; provides for distribution & use of fees.
