Requires mandatory public meetings for supervisors of soil & water conservation districts; provides for automatic dissolution of soil & water conservation districts under certain conditions; provides for transfer of assets & liabilities of such districts to DACS; exempts automatic dissolutions from specified provisions; dissolves Baker & Martin County Soil & Water Conservation Districts & transfers assets & liabilities to DACS.
