Prohibits certain governmental entities from charging stormwater management assessments or fees on certain bona fide farm operations; revises definition of term "agricultural & aquacultural purposes" for purposes of required refund of state taxes imposed on motor fuel used for such purposes; revises Florida Uniform Traffic Control Law to authorize use of citrus harvesting equipment & citrus fruit loaders to transport certain agricultural products & to authorize use of certain motor vehicles to transport citrus; revises DOACS' powers & duties to enforce laws & rules relating to use of commercial stock feeds; authorizes DOACS to adopt rules establishing certain standards for regulating commercial feed or feedstuff; requires DOACS to consult with Commercial Feed Technical Council in development of such rules; prohibits cultivation of certain algae in plantings greater in size than 2 contiguous acres; provides exceptions; provides certain exemptions from special permitting requirements; revises bonding requirements for special permits; revises qualifications for certified Florida Farm Winery; provides exemption from Florida Building Code for farm signs; prohibits farm signs located on public roads from violating certain standards; limits authority of local governments to enforce certain requirements with respect to farm signs.
