Adds rights to Florida Taxpayer's Bill of Rights concerning assessment determinations; requires DOR to adopt rules to establish transparent, fair, & uniform value adjustment board process; provides that uniform policies & procedures manual developed by DOR shall be used by value adjustment board attorneys; defines term "value adjustment board attorney"; provides training requirements for counsel to value adjustment board; revises requirements for written decisions rendered by value adjustment board; requires certain persons to complete training for special magistrates; revises qualifications for special magistrates; provides applicability.
