Summary

Requires county commission in county in which professional sports facility is located to establish local homeless coalition if local homeless program does not exist in that county; requires that, by specified date, professional sports franchise that plays in facility that benefited from financial assistance from state, & county in which facility is located, provide Auditor General (AG) with documentation that homeless shelter has been operating at facility from effective date of contract between county & professional sports franchise; requires professional sports franchise & county to refund any financial assistance received from state which benefited facility during period that facility failed to operate homeless shelter; requires AG to levy specified fine against professional sports franchise & county if, after specified date, AG determines that homeless shelter is not operating at facility until such time that professional sports franchise & county are operating homeless shelter.
