Proposes amendment to State Constitution to provide that power to authorize expansion of gambling in Florida is reserved to people; prohibit expansion of gambling unless proposed & approved as constitutional amendment by initiative petition; define "expansion of gambling" & "gambling"; & clarify that amendment does not affect right of Legislature to exercise authority through general law or state's authority regarding tribal-state compacts.
