Summary
Requires DOC to administer certain operations through regions; exempts IG's office from the Career Service System; requires projections of prison admissions & populations for elderly felony offenders; removes prohibition on assessing certain victim injury sentence points for sexual misconduct by employee of DOC or private correctional facility with inmate or offender; expands DOC's security review committee functions to include safe operation of institutions & facilities; revises provisions relating to physical inspections of state & private buildings & structures & prioritizes institutions for inspection; revises provisions relating to duties of staff concerning safety & security; prohibits inmate from receiving incentive gain-time credits for completing requirements for & receiving high school equivalency diploma or vocational certificate if inmate was convicted of specified offense on or after specified date; requires that copy of written memorandum of understanding for notification & investigation of certain events between DOC & FDLE be provided in timely manner; requires specialized training for inspectors in certain circumstances; requires specialized training for effectively managing mentally ill inmates in nonforceful ways; requires policies concerning chemical agents; creates body camera pilot program; authorizes court to sentence certain offenders to county jail for up to 24 months.
