Summary

Creating the Property Assessed Clean Energy (PACE) Act; authorizing a property owner to apply to a local government or an approved PACE administrator to finance a qualifying improvement and enter into a PACE loan contract with such government or administrator; prohibiting a local government, a PACE administrator, or a PACE loan contractor from entering into a PACE loan contract with the property owner of qualifying residential real property until verification of the property owner's ability to repay the loan, etc.
