Authorizing each university board of trustees to increase the Capital Improvement Trust Fund fee and the building fee; requiring that a fee committee recommend any increase in the fees; requiring that the fee committee be composed of students and members appointed by the student body president and the university president, respectively; prohibiting the sum of the Capital Improvement Trust Fund fee and the building fee from exceeding 10 percent of the tuition for resident students or 10 percent of the sum of tuition and out-of-state fees for nonresident students, etc.
