Summary
Providing an exemption from the sales and use tax for building materials used in the construction, reconstruction, expansion, or renovation of certain certified motorsports entertainment complexes through a refund of previously paid taxes; providing that a master developer of a certified motorsports entertainment complex is eligible for a sales tax refund of a specified percentage of any increase in sales tax collections within the complex over a specified base year; providing for a monthly distribution of a specified amount of sales tax revenue to a facility certified by the Department of Economic Opportunity as a motorsports entertainment complex, etc.
