Summary

Prohibits the implementation of certain federal numeric nutrient water quality criteria rules by the Department of Environmental Protection, water management districts, and local governmental entities. Authorizes the department to adopt numeric nutrient water quality criteria for surface waters under certain conditions. Provides that certain total maximum daily loads and associated numeric interpretations constitute site specific numeric nutrient water quality criteria. Provides for effect, governance, and challenge of such criteria.
