Providing additional personal property exemptions from legal process for medical debts resulting from services provided in certain licensed facilities; requiring a licensed facility to post on its website a consumer-friendly list of standard charges for shoppable health care services; prohibiting a licensed facility from engaging in extraordinary collection actions to obtain certain payments; requiring each health insurer to provide an insured with an advance explanation of benefits after receiving a patient estimate from a facility for scheduled services, etc.
