17 | commission's approval; authorizing the commission to form |
18 | subcommittees by vote; providing for a majority vote of |
19 | members on commission actions; providing for reimbursement |
20 | for per diem and travel expenses; revising provisions |
21 | relating to the commission's powers and duties; requiring |
22 | that the commission, in cooperation with interested state |
23 | agencies, local governments, and nongovernmental |
24 | stakeholders, develop a strategic plan and submit the plan |
25 | to the Governor and the Legislature by a specified date; |
26 | requiring that the commission also submit progress reports |
27 | by specified dates; requiring that the commission make |
28 | presentations to the Governor and the Legislature; |
29 | providing that an executive director be appointed by the |
30 | Secretary of Community Affairs and ratified by the |
31 | commission; requiring that the Department of Community |
32 | Affairs provide a specific line item in its annual |
33 | legislative budget request to fund the commission during a |
34 | specified period; authorizing the department to obtain |
35 | additional funding through external grants; requiring that |
36 | the department provide sufficient funding and staff |
37 | support to assist the commission in its duties; providing |
38 | for future expiration and the abolishment of the |
39 | commission; providing an effective date. |

41 | Be It Enacted by the Legislature of the State of Florida: |
42 | |
43 | Section 1. Section 163.3247, Florida Statutes, as amended |
44 | by section 42 of chapter 2010-153, Laws of Florida, is amended, |
45 | and subsection (6) is added to that section, to read: |
46 | 163.3247 Century Commission for a Sustainable Florida.- |
47 | (1) POPULAR NAME.-This section may be cited as the |
48 | "Century Commission for a Sustainable Florida Act." |
49 | (2) FINDINGS AND INTENT.-The Legislature finds and |
50 | declares that the population of this state is expected to more |
51 | than double over the next 100 years, with commensurate impacts |
52 | to the state's natural resources and public infrastructure. |
53 | Consequently, it is in the best interests of the people of the |
54 | state to ensure sound planning for the proper placement of this |
55 | growth and protection of the state's land, water, and other |
56 | natural resources since such resources are essential to our |
57 | collective quality of life and a strong economy. The state's |
58 | growth management system should foster economic stability |
59 | through regional solutions and strategies, urban renewal and |
60 | infill, and the continued viability of agricultural economies, |
61 | while allowing for rural economic development and protecting the |
62 | unique characteristics of rural areas, and should reduce the |
63 | complexity of the regulatory process while carrying out the |
64 | intent of the laws and encouraging greater citizen |
65 | participation. The Legislature further finds that it is |
66 | imperative that the state have a specific strategic plan |
67 | addressing its growth management system. |
68 | (3) CENTURY COMMISSION FOR A SUSTAINABLE FLORIDA; |
69 | CREATION; ORGANIZATION.-The Century Commission for a Sustainable |
70 | Florida is created as a standing body to help the citizens of |
71 | this state envision and plan their collective future with an eye |
72 | towards 10-year, |
73 | (a) The commission shall consist of 18 |
74 | appointed as follows: |
75 | 1. Two members |
76 | 2. Five members |
77 | Senate; |
78 | 3. Five members |
79 | Representatives; |
80 | 4. The chairs of the legislative growth management |
81 | committees; |
82 | 5. The Secretary of Community Affairs; |
83 | 6. The Secretary of Environmental Protection; |
84 | 7. The Secretary of Transportation; and |
85 | 8. The director of the Office of Tourism, Trade, and |
86 | Economic Development. |

89 | local governments, school boards, developers and homebuilders, |
90 | the business community, the agriculture community, the |
91 | environmental community, and other appropriate stakeholders. |
92 | Beginning July 1, 2011, through June 30, 2013, one member shall |
93 | be elected to serve as chair by a vote of the commission |
94 | membership. However, the chairs of the legislative growth |
95 | management committees, the Secretary of Community Affairs, the |
96 | Secretary of Environmental Protection, the Secretary of |
97 | Transportation, and the director of the Office of Tourism, |
98 | Trade, and Economic Development may not serve as chair during |
99 | this period |

101 | filled in the same manner as the original appointment and shall |
102 | be for the unexpired term of that commission seat. |

109 | year terms. An appointee may not serve more than 6 years. |
110 | However, members who are appointed on or before January 1, 2011, |
111 | shall have their terms automatically extended to June 30, 2013, |
112 | to ensure continuity during the development of the strategic |
113 | plan. |

125 | may vote to form subcommittees and schedule meetings as |
126 | necessary. |

136 | (4) POWERS AND DUTIES.- |

150 | develop a shared image of the state and its developed and |
151 | natural areas. The process should involve exploring the impact |
152 | of the estimated population increase and other emerging trends |
153 | and issues; creating a vision for the future; and developing a |
154 | strategic action plan to achieve that vision using 10-year, 25- |
155 | year, and 50-year intermediate planning timeframes. The plan |
156 | must: |
157 | 1. |
158 | interests that transcend local or regional boundaries and are |
159 | most appropriately conserved, protected, and promoted at the |
160 | state level; |
161 | 2. Accommodate the projections for an increase in |
162 | population while maintaining the state's natural, historical, |
163 | cultural, and manmade life qualities; and |
164 | 3. Be developed through a coordinated, integrated, and |
165 | comprehensive effort across agencies, local governments, and |
166 | nongovernmental stakeholders. |
167 | (b) The commission shall submit the strategic plan to the |
168 | Governor and the Legislature by November 15, 2012, along with |
169 | progress reports by November 15, 2011, and March 15, 2012. The |
170 | commission shall also make presentations, at least annually, to |
171 | the Governor and the Legislature. |

193 | Legislature, the President of the Senate and the Speaker of the |
194 | House of Representatives shall create a joint select committee, |
195 | the task of which shall be to review the findings and |
196 | recommendations of the Century Commission for a Sustainable |
197 | Florida for potential action. |
198 | (5) EXECUTIVE DIRECTOR; STAFF AND OTHER ASSISTANCE.- |
199 | (a) |
200 | executive director shall be appointed by the Secretary of |
201 | Community Affairs and ratified by the commission and |
202 | |
203 | pleasure of |
204 | the commission under the direction of the chair. |
205 | (b) The Department of Community Affairs shall provide a |
206 | specific line item in its annual legislative budget request to |
207 | fund the commission for the period beginning July 1, 2011, |
208 | through June 30, 2013. The department may obtain additional |
209 | funding through external grants. The department shall provide |
210 | sufficient funds and staff support for the purpose of assisting |
211 | the commission in completing the strategic plan |

214 | (c) All agencies under the control of the Governor are |
215 | directed, and all other agencies are requested, to render |
216 | assistance to, and cooperate with, the commission. |
217 | (6) EXPIRATION.-This section expires and the commission is |
218 | abolished June 30, 2013. |
219 | Section 2. This act shall take effect July 1, 2011. |
