Florida Senate - 2011 SB 154 By Senator Bullard 39-00177-11 2011154__ 1 A bill to be entitled 2 An act relating to juvenile justice education 3 programs; amending s. 1003.52, F.S.; requiring that 4 the Department of Education submit to the Legislature 5 an annual report that includes student learning gains 6 and student progression in juvenile justice education 7 programs and details the methodology that the 8 department uses to ensure that the student performance 9 data is complete and reliable; providing an effective 10 date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14 Section 1. Paragraph (b) of subsection (3) of section 15 1003.52, Florida Statutes, is amended to read: 16 1003.52 Educational services in Department of Juvenile 17 Justice programs.— 18 (3) The district school board of the county in which the 19 residential or nonresidential care facility or juvenile 20 assessment facility is located shall provide appropriate 21 educational assessments and an appropriate program of 22 instruction and special education services. 23 (b)By October 1, 2004,The Department of Education, with 24 the assistance oftheschool districts, shall select a common 25 student assessment instrument and protocol for measuring student 26 learning gains and student progression while a student is in a 27 juvenile justice education program. The assessment instrument 28 and protocol must be implemented in all juvenile justice 29 education programs in this stateby January 1, 2005. The 30 Department of Education shall submit to the Legislature an 31 annual status report that includes the results of the assessment 32 for measuring student learning gains and student progression and 33 details the methodology that the department uses to ensure that 34 the student performance data is complete and reliable. 35 Section 2. This act shall take effect July 1, 2011.
