Florida Senate - 2019 SB 478 By Senator Rader 29-00837-19 2019478__ 1 A bill to be entitled 2 An act relating to the Office of Drug Control; 3 creating s. 397.335, F.S.; creating the Office of Drug 4 Control within the Executive Office of the Governor; 5 providing for the office to be headed by a director 6 appointed by the Governor, subject to Senate 7 confirmation; providing the purpose and duties of the 8 office; requiring the director of the office to report 9 annually to the Governor and Legislature; providing an 10 effective date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14 Section 1. Section 397.335, Florida Statutes, is created to 15 read: 16 397.335 Office of Drug Control.— 17 (1) The Office of Drug Control is created within the 18 Executive Office of the Governor. The Governor shall appoint a 19 director, who is subject to confirmation by the Senate. 20 (2) The purpose of the office is to work in collaboration 21 with the Office of Planning and Budgeting to: 22 (a) Coordinate drug control efforts and enlist the 23 assistance of the public and private sectors in those efforts, 24 including, but not limited to, federal, state, and local 25 agencies. 26 (b) Provide information to the public about the problem of 27 substance abuse and available substance abuse programs and 28 services. 29 (c) Act as the Governor’s liaison with state agencies, 30 other state governments, the federal Office of National Drug 31 Control Policy, federal agencies, and the public and private 32 sectors on matters that relate to substance abuse. 33 (d) Work to secure funding and other support for the 34 state’s drug control efforts, including, but not limited to, 35 establishing cooperative relationships among state and private 36 agencies. 37 (e) Develop a strategic program and funding initiative that 38 links the separate jurisdictional activities of state agencies 39 with respect to drug control. The office may designate lead and 40 contributing agencies to develop such initiatives. 41 (f) Advise the Governor and the Legislature on substance 42 abuse trends in this state, the status and funding of current 43 substance abuse programs and services, and the status of the 44 development and implementation of the state drug control 45 strategy by the office. 46 (g) Make recommendations to the Governor on measures that 47 the director considers advisable for the effective 48 implementation of the state drug control strategy. 49 (3) On or before December 1 of each year, the director 50 shall report to the Governor and the Legislature on the 51 information and recommendations required under paragraphs (2)(f) 52 and (g), respectively. 53 Section 2. This act shall take effect July 1, 2019.
