    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08058, F.S.; directing the Department of
    4         Highway Safety and Motor Vehicles to develop a Florida
    5         State Beekeepers Association license plate; providing
    6         for distribution and use of fees collected from the
    7         sale of such plates; providing a contingent effective
    8         date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsection (84) is added to section 320.08058,
   13  Florida Statutes, to read:
   14         320.08058 Specialty license plates.—
   15         (84) FLORIDA STATE BEEKEEPERS ASSOCIATION LICENSE PLATES.—
   16         (a) The department shall develop a Florida State Beekeepers
   17  Association license plate as provided in s. 320.08053 and this
   18  section. The plate must bear the colors and design approved by
   19  the department. The word “Florida” must appear at the top of the
   20  plate, and the words “Save the Bees” must appear at the bottom
   21  of the plate.
   22         (b) The annual use fees shall be distributed to the Florida
   23  State Beekeepers Association, a Florida nonprofit corporation.
   24  The Florida State Beekeepers Association may use up to 18
   25  percent of the annual use fees for:
   26         1. Direct reimbursement for administrative costs, startup
   27  costs, and costs incurred in the development and approval
   28  process of the license plate. All vendors associated with the
   29  administrative costs shall be selected by competitive bid.
   30         2. Promotion and marketing costs of the license plate.
   31         (c) The remaining funds shall be distributed to the Florida
   32  State Beekeepers Association and shall be used to raise
   33  awareness of the importance of beekeeping to Florida agriculture
   34  by funding honeybee research, education, outreach, and
   35  husbandry. The Florida State Beekeepers Association board of
   36  managers must approve and is accountable for all such
   37  expenditures.
   38         Section 2. This act shall take effect October 1, 2019, but
   39  only if SB ___ or similar legislation takes effect, if such
   40  legislation is adopted in the same legislative session or an
   41  extension thereof and becomes a law.
