    1                        A bill to be entitled                      
    2         An act relating to human trafficking public awareness
    3         signs; amending s. 787.29, F.S.; requiring the
    4         employer of each athletic venue, entertainment venue,
    5         and convention center with a certain capacity to
    6         display a human trafficking public awareness sign in a
    7         conspicuous location that is clearly visible to the
    8         public and employees; providing a noncriminal
    9         violation; making technical changes; providing an
   10         effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Section 787.29, Florida Statutes, is amended to
   15  read:
   16         787.29 Human trafficking public awareness signs.—
   17         (1) The Department of Transportation shall display a public
   18  awareness sign developed under this section subsection (4) in
   19  every rest area, turnpike service plaza, weigh station, primary
   20  airport, passenger rail station, and welcome center in the state
   21  which is open to the public.
   22         (2) Emergency rooms shall display a public awareness sign
   23  developed under this section subsection (4) in the emergency
   24  rooms at general acute care hospitals.
   25         (3)(a) The employer at each of the following establishments
   26  shall display a public awareness sign developed under this
   27  section subsection (4) in a conspicuous location that is clearly
   28  visible to the public and employees of the establishment:
   29         1.(a) A strip club or other adult entertainment
   30  establishment.
   31         2.(b) A business or establishment that offers massage or
   32  bodywork services for compensation and that is not owned by a
   33  health care practitioner regulated pursuant to chapter 456 and
   34  defined in s. 456.001.
   35         3. Each athletic venue, entertainment venue, and convention
   36  center capable of accommodating 5,000 or more persons.
   37         (b) A county commission may adopt an ordinance to enforce
   38  this subsection. A violation of this subsection is a noncriminal
   39  violation and is punishable only by a fine as provided in s.
   40  775.083.
   41         (4) The required public awareness sign must be at least 8.5
   42  inches by 11 inches in size, must be printed in at least a 16
   43  point type, and must state substantially the following in
   44  English and Spanish:
   45  
   46         “If you or someone you know is being forced to engage
   47         in an activity and cannot leave—whether it is
   48         prostitution, housework, farm work, factory work,
   49         retail work, restaurant work, or any other activity
   50         call the National Human Trafficking Resource Center at
   51         1-888-373-7888 or text INFO or HELP to 233-733 to
   52         access help and services. Victims of slavery and human
   53         trafficking are protected under United States and
   54         Florida law.”

   56         (5) The county commission may adopt an ordinance to enforce
   57  subsection (3). A violation of subsection (3) is a noncriminal
   58  violation and punishable by a fine only as provided in s.
   59  775.083.
   60         Section 2. This act shall take effect July 1, 2022.
