Florida Senate - 2022 SB 724 By Senator Perry 8-00965-22 2022724__ 1 A bill to be entitled 2 An act relating to the Live the Dream license plate; 3 amending s. 320.08058, F.S.; revising distribution of 4 the annual use fee proceeds from the sale of the Live 5 the Dream license plate; providing for the award of 6 scholarships to certain students through a competitive 7 application process; establishing a scholarship 8 program committee; providing for fiscal oversight by a 9 certified public accounting firm; providing an 10 effective date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14 Section 1. Subsection (47) of section 320.08058, Florida 15 Statutes, is amended to read: 16 320.08058 Specialty license plates.— 17 (47) LIVE THE DREAM LICENSE PLATES.— 18 (a) The department shall develop a Live the Dream license 19 plate as provided in this section. Live the Dream license plates 20 must bear the colors and design approved by the department. The 21 word “Florida” must appear at the top of the plate, and the 22 words “Live the Dream” must appear at the bottom of the plate. 23 (b) The proceeds of the annual use fee shall be distributed 24 to The Dream Foundation, Inc., to be used in the following 25 manner: 261.Up to 5 percent may be used to administer, promote, and27market the license plate.28 1.2.At least 4060percent shall be distributed equally 29 among the sickle cell organizations that are Florida members of 30 the Sickle Cell Disease Association of America, Inc., for 31 programs that provide research, care, and treatment for sickle 32 cell disease. 33 2. At least 35 percent shall be distributed to The Dream 34 Foundation, Inc., for programs and services relating to the 35 Dream Reentering Citizens Fund, as follows: 36 a. Ten percent shall be used for administrative costs 37 associated with the operation of The Dream Foundation, Inc., and 38 for marketing and promoting the license plate. 39 b. Ten percent shall be used for programs and services 40 provided directly by The Dream Foundation, Inc., which assist 41 inmates released from the Department of Corrections in 42 successfully reentering the community. 43 c. Fifteen percent shall be distributed as grants to 44 administer and market programs and services throughout this 45 state which assist inmates released from the Department of 46 Corrections in successfully reentering the community. 47 3. At least 2030percent shall be distributed as 48 scholarships to high school seniors in this state, at least one 49 of whose parents or legal guardians is incarcerated, for the 50 purpose of attending a state university, a Florida College 51 System institution, a career center operated by a school 52 district under s. 1001.44, or a charter technical career center 53to Chapman Partnership, Inc., for programs that provide relief54from poverty, hunger, and homelessness. Scholarships shall be 55 awarded through a competitive application process overseen by a 56 scholarship program committee composed of one representative 57 from a PACE Center for Girls, one representative from Children 58 of Inmates, Inc., one representative from Living Stones 59 International, Inc., and one representative from the executive 60 team or board of The Dream Foundation, Inc. Fiscal oversight of 61 the scholarship program shall be performed by a certified public 62 accounting firm. 63 4. Up to 5 percent may be distributed by the department on 64 behalf of The Dream Foundation, Inc., to The Martin Luther King, 65 Jr. Center for Nonviolent Social Change, Inc., as a royalty for 66 the use of the image of Dr. Martin Luther King, Jr. 67 Section 2. This act shall take effect October 1, 2022.
