    1                        A bill to be entitled                      
    2         An act relating to library cooperative funding;
    3         amending s. 257.42, F.S.; revising the funding source
    4         for a library cooperative from a grant provided by the
    5         state to an appropriation from the state; deleting a
    6         limitation on the funding a library cooperative is
    7         eligible to receive; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Section 257.42, Florida Statutes, is amended to
   12  read:
   13         257.42 Library cooperative program grants.—The
   14  administrative unit of a library cooperative is eligible to
   15  receive an annual appropriation grant from the state of not more
   16  than $400,000 for the purpose of sharing library resources based
   17  upon an annual plan of service and expenditure and an annually
   18  updated 5-year, long-range plan of cooperative library resource
   19  sharing. Those plans, which must include a component describing
   20  how the cooperative will share technology and the use of
   21  technology, must be submitted to the division of Library and
   22  Information Services of the Department of State for evaluation
   23  and possible recommendation for funding in the division’s
   24  legislative budget request. Program Grant funds may not be used
   25  to supplant local funds or other funds. A library cooperative
   26  must provide from local sources matching cash funds equal to 10
   27  percent of the appropriation grant award.
   28         Section 2. This act shall take effect July 1, 2023.
