Florida Senate - 2023 SB 2506 By the Committee on Appropriations 576-03190-23 20232506__ 1 A bill to be entitled 2 An act relating to the Capitol Complex; amending s. 3 265.111, F.S.; requiring the Department of Management 4 Services to dedicate a specified area of the Capitol 5 Complex as “Memorial Park”; requiring that authorized 6 monuments be placed within Memorial Park; requiring 7 that the Capitol Complex, instead of the memorial 8 garden, include a specified monument; authorizing the 9 Capitol Police to provide and maintain security of 10 Memorial Park; amending ss. 272.09 and 281.01, F.S.; 11 revising the definition of the term “Capitol Complex”; 12 defining the term “Memorial Park”; providing an 13 effective date. 14 15 Be It Enacted by the Legislature of the State of Florida: 16 17 Section 1. Subsection (3) of section 265.111, Florida 18 Statutes, is amended, and subsection (4) is added to that 19 section, to read: 20 265.111 Capitol Complex; monuments.— 21 (3) The Department of Management Services, in consultation22with the Florida Historical Commission,shall set aside and 23 dedicate theanarea of the Capitol Complex known as “Memorial 24 Park,” as defined in s. 281.01., not including the State Capital25Circle Office Complex, and dedicate a memorial garden on which26 Authorized monuments mustshallbe placed within Memorial Park. 27 The Capitol Complexmemorial gardenmust include a monument in 28 remembrance of the 241 members of the United States Armed Forces 29 who lost their lives on October 23, 1983, in Beirut, Lebanon. 30 (4) The Capitol Police shall be responsible for providing 31 and maintaining the security of the area of the Capitol Complex 32 known as “Memorial Park,” as defined in s. 281.01, including 33 providing security and protection for state officials, 34 employees, and visitors to Memorial Park. 35 Section 2. Subsection (1) of section 272.09, Florida 36 Statutes, is amended to read: 37 272.09 Management, maintenance, and upkeep of Capitol 38 Center.— 39 (1) For purposes of this section, the term “Capitol 40 Complex” means the portion of the Capitol Center commonly 41 referred to as the Capitol, the Historic Capitol, the Senate 42 Office Building, the House Office Building, the Knott Building, 43 the Pepper Building, the Holland Building, the Elliot Building, 44 and the associated parking garages andthecurtilage of each, 45 including the state-owned lands and public streets adjacent 46 thereto within an area bounded by and including Calhoun Street, 47 East Pensacola Street, Monroe Street, Jefferson Street, Duval 48 Street, and Gaines Street. The portion of the Capitol Complex 49 existing between and including the Elliot Building and the 50 Holland Building within an area bounded by and including Monroe 51 Street, Gaines Street, Calhoun Street, and East Pensacola Street 52 shall be known as “Memorial Park.” 53 Section 3. Section 281.01, Florida Statutes, is amended to 54 read: 55 281.01 Definitions.—For the purposes of ss. 281.01-281.08, 56 the term “Capitol Complex” meansincludesthat portion of 57 Tallahassee, Leon County, Florida, commonly referred to as the 58 Capitol, the Historic Capitol, the Senate Office Building, the 59 House Office Building, the Knott Building, the Pepper Building, 60 the Holland Building, the Elliot Building, and the associated 61 parking garages andthecurtilage of each, including the state 62 owned lands and public streets adjacent thereto within an area 63 bounded by and including Calhoun Street, East Pensacola Street, 64 Monroe Street, Jefferson Street, Duval Street, and Gaines 65 Street. The term includesshall also includethe State Capital 66 Circle Office Complex located in Leon County, Florida. The 67 portion of the Capitol Complex existing between and including 68 the Elliot Building and the Holland Building within an area 69 bounded by and including Monroe Street, Gaines Street, Calhoun 70 Street, and East Pensacola Street shall be known as “Memorial 71 Park.” 72 Section 4. This act shall take effect July 1, 2023.
