A BILL TO BE ENTITLED
AN ACT


To amend Chapter 1 of Title 50 of the Official Code of Georgia Annotated, relating to general provisions applicable to state government, so as to require that state employees reside in this state; to provide for related matters; to provide for an effective date and applicability; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Chapter 1 of Title 50 of the Official Code of Georgia Annotated, relating to general provisions applicable to state government, is amended by adding a new Code section to read as follow:
"50-1-10.
(a) As used in this Code section, the term:
(1) 'State agency' means any department, agency, board, commission, or authority of this state but shall not include political subdivisions of this state.
(2) 'State employee' means any person employed full time or part time with a state agency but shall not include contract employees, subcontractors, or vendors.
(b) On or after July 1, 2012, any person hired as a state employee shall be a resident of this state and shall remain a resident of this state throughout his or her employment. A state employee hired on or after July 1, 2012, who fails to maintain his or her residency in this state shall be terminated from state employment."

SECTION 2.
This Act shall become effective on July 1, 2012, and shall apply to persons hired by an agency of this state on or after such date.

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
