BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend Part 8 of Article 6 of Chapter 2 of Title 20 of the Official Code of
Georgia Annotated, relating to the State Board of Education relative to the
"Quality Basic Education Act," so as to provide for a home study student to
participate in a dual enrollment program contingent upon certain requirements;
to provide for related matters; to repeal conflicting laws; and for other
purposes.

IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
Part
8 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia
Annotated, relating to the State Board of Education relative to the "Quality
Basic Education Act," is amended in Code Section 20-2-240, relating to powers
and duties of the State Board of Education, by adding a new subsection to read
as follows:
"(c)(1)
For purposes of this subsection, the term 'dual enrollment' means a process
through which a public high school student takes a course or courses from a
public or private postsecondary institution in this state while still enrolled
as a high school student and receives credit both at the high school and at the
postsecondary institution.
(2)
The State Board of Education shall provide that for any dual enrollment program
it establishes, a home study student in a program meeting the requirements of
subsection (c) of Code Section 20-2-690 shall be eligible to participate in
such dual enrollment program if the student earns a score in the eighty-fifth
percentile or higher nationally on a standardized college admission test, such
as the SAT or ACT. No other academic requirements shall be imposed on a home
study student who meets this criteria in order to participate in a dual
enrollment program."
SECTION
2.
All
laws and parts of laws in conflict with this Act are repealed.
