The House Committee on Human Relations and Aging offers the following substitute
to HB 857:

BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend Code Section 20-1A-10 of the Official Code of Georgia Annotated, relating
to consultation by the Department of Early Care and Learning on early care and
education programs and other matters, so as to require day-care centers to have
child safety alarms installed in vehicles used to transport children; to provide
a short title; to require the department to promulgate rules and procedures
regulating the installation of child safety alarms in vehicles owned and
operated by day-care centers; to provide for related matters; to repeal
conflicting laws; and for other purposes.

IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
This
Act shall be known and may be cited as the "Jasmin Green Act."
SECTION
2.
Code
Section 20-1A-10 of the Official Code of Georgia Annotated, relating to
consultation by the Department of Early Care and Learning on early care and
education programs and other matters, is amended by adding a new subsection to
read as follows:
"(w)(1)
As used in this subsection, the term 'child safety alarm' means an ignition
based alarm system approved by the department that audibly prompts the driver to
inspect the vehicle for children before exiting the vehicle.
(2)
Beginning on January 1, 2013, a day-care center shall have a child safety alarm
installed in any vehicle owned or operated by the day-care center that is used
to transport children to or from the day-care center.
(3)
The child safety alarm shall be approved by the department and shall prompt the
driver to inspect the vehicle for children before exiting the
vehicle.
(4)
The department shall promulgate rules and regulations concerning the use of
child safety alarms in vehicles used to transport children to and from day-care
centers."
SECTION
3.
All
laws and parts of laws in conflict with this Act are repealed.
