Authorizes heads of purchasing agencies to issue requests for statement of qualifications and to establish lists of qualified providers for treatment purchase of services. Increases the small purchase threshold for purchases of health and human services. Abolishes the community council on purchase of health and human services. Effective 7/1/2112. (HD1)
