Summary

Repeals the animal quarantine special fund. Specifies that all unexpended and unencumbered funds remaining in the animal quarantine special fund as of July 1, 2014, lapse to the general fund. Appropriates funds to continue animal quarantine services. Effective July 1, 2014.
