Summary
Requires a person holding a dog license to notify the Director of Finance if the dog is transferred, and establishes vicarious criminal liability for failure to notify. Requires a dog license holder to provide a microchip number to the Director of Finance if the dog has a microchip. Establishes a database of microchip numbers and other identifying information.
