Summary

Provides incentives for the production of affordable housing by authorizing the office of planning to transfer development rights and credits; requires conditions to be established by rule; requires the office of planning to convene a working group to develop a plan and recommendations to enhance and encourage the development of affordable housing and report to the 2010 legislature.
