Summary

Amends Article III, section 14, of the Hawaii Constitution, to ensure that no bill becomes law if the legislature has so altered or amended the bill during its passage through either house that it no longer reflects its original purpose, unless the bill is approved by a two-thirds vote in both the house and senate.
