Summary

Permits commercial enterprise vocational programs for young adults within the purview of the Office of Youth Services to market and sell goods and services that develop job readiness skills that lead to self-sufficiency. Establishes the Office of Youth Services Revolving Fund. Adds a definition of "commercial enterprise vocational programs" and clarifies the definition of "young adult at risk" or "young adult."
