Summary

Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the dwelling unit is significantly impaired. Sets a tenant's liability for rent if habitability of the dwelling unit is significantly impaired. Provides remedies for retaliatory evictions. (SD1)
