Summary

Exempts victims of labor trafficking, sex trafficking, and prostitution from those offenses for which the crime victim compensation commission may reduce a victim's compensation based on the victim's behavior. Elevates the offense of prostitution to a misdemeanor if an individual pays, agrees to pay, or offers to pay a fee to another to engage in sexual conduct and amends the penalties. Elevates the offenses of loitering for the purpose of advancing prostitution and advancing prostitution to a petty misdemeanor and misdemeanor, respectively. Amends the offense of sex trafficking to include solicitation of a minor for prostitution. Makes traveling for prostitution where the victim is a minor a class A felony. Repeals the offense of soliciting a minor for prostitution. Makes clarifying and conforming amendments.
