Summary
Proposes to amend Article IV of the Constitution of the State of Hawaii by inserting a new section that provides that, for the purposes of legislative reapportionment and redistricting, the term "permanent resident" means any person counted as residing in the State, according to the most recent census certified by the United States Census Bureau or any successor federal agency.
