A BILL FOR AN ACT

 

 

RELATING TO THE CENTER FOR OKINAWAN STUDIES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the University of Hawaii at Manoa Center for Okinawan Studies, as part of the University's School of Pacific and Asian Studies, was established in 2008.  The collection of Okinawa-related literature and resources at the University of Hawaii at Manoa is the largest and most comprehensive outside of Japan.  Additionally, the University of Hawaii at Manoa is considered one of the top institutions in the world for Okinawan studies, partly because of its extensive collection of Okinawa-related materials in the University of Hawaii at Manoa library.

     The legislature further finds that a dedicated Okinawan studies librarian at the University of Hawaii at Manoa library would aid in the collection, development, and management of current and future holdings in the Okinawa-related collection and serve as a liaison for the Center for Okinawan Studies to initiate national and international resource-sharing collaborations.  Additionally, the dedicated Okinawan studies librarian would be responsible for website development, fundraising, outreach to the local Okinawan community and the community in general, and preservation and restoration of rare Okinawa-related historic materials.  The legislature finds that a dedicated Okinawan studies librarian is necessary for the continued maintenance and development of the collection of Okinawa-related materials in the University of Hawaii at Manoa library and the growth of Okinawan studies.

     The purpose of this Act is, therefore, to provide funding for a full-time Okinawan studies librarian position at the University of Hawaii at Manoa.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $60,000 or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 to fund one full-time equivalent Okinawan studies librarian position at the University of Hawaii at Manoa library.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
