A BILL FOR AN ACT

 

 

relating to substance abuse.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The cost to society from lost productivity and civic involvement due to substance abuse exceeds the cost of treatment and prevention.  The legislature finds that Hawaii as a whole will benefit by adequately funding effective substance abuse treatment programs and developing centers within the community to address the needs of at-risk youth.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2011-2012 for substance abuse treatment efforts and to establish new or assist existing community centers meant to prevent at-risk youth from engaging in substance abuse.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2011.
