A BILL FOR AN ACT
Relating to the department of land and natural resources.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Sand Island land and ocean affects thousands of people, both as an area of recreation and business. Because Sand Island has great potential to generate revenue activities, a task force should review a smart growth plan before any development starts.
SECTION 2. (a) There shall be established within the department of land and natural resources the Sand Island task force. The task force shall review the Sand Island ocean recreation park master plan.
The task force shall be dissolved on June 30, 2015.
(b) The department of land and natural resources shall provide administrative support, including the recording of minutes, to the Sand Island task force.
(c) The task force shall consist of the following members:
(1) The chairperson of the board of land and natural resources or the chairperson's designee;
(2) The governor or the governor's designee;
(3) A member of the senate, appointed by the senate president;
(4) A member of the house of representatives, appointed by the speaker of the house of representatives; and
(5) At least six community members representing canoe paddlers, swimmers, bikers, and recreation members who frequent the Sand Island land and ocean; provided that two shall be chosen by the governor, two shall be chosen by the senate president, and two shall be chosen by the speaker of the house of representatives.
The members of the task force shall serve without compensation, and all necessary expenses, including travel expenses, shall be paid by the agency, organization, or department to which the member belongs. No member shall be made subject to chapter 84, Hawaii Revised Statutes, solely because of that member's participation as a member of the task force.
(d) The first Sand Island task force meeting shall occur, pursuant to all members being appointed, no later than September 1, 2014, and at such time the task force members shall elect a chair from among its members.
(e) The Sand Island task force shall submit a report that details its review of the Sand Island ocean recreation park master plan, including recommendations and proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2015.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the construction of amenities included in the Sand Island ocean recreation park master plan.
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the general management and administration costs of the state parks division of the department of land and natural resources.
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2014.
