A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the first representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $40,580,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of financing capital improvement projects for the first representative district, as follows:

1.   To be expended by the Hawaii health systems corporation:

     A.   Hawaii Pacific Oncology, Hawaii

          Plans, design, construction, and equipment for the expansion and improvement of oncology care.

Design                                 $  650,000

Construction                           $5,685,000

Equipment                              $  100,000

     Total funding                     $6,500,000

2.   To be expended by the department of education:

     A.   Honokaa elementary school, Hawaii

          Plans, design, and construction of a covered play court, retaining wall, and covered walkway.

Plans                                  $   35,000

Design                                 $  350,000

Construction                           $3,115,000

     Total funding                     $3,500,000

     B.   Honokaa high school, Hawaii

          Plans, design, and construction for track and field renovations.

Plans                                  $   50,000

Design                                 $  500,000

Construction                           $4,450,000

     Total funding                     $5,000,000

     C.   Ernest Bowen de Silva elementary school, Hawaii

          Plans, design, construction, equipment, and appurtenances for six classroom buildings.

Plans and design                      $   180,000

Construction                          $16,820,000

Equipment and appurtenances            $ 1,000,000

     Total funding                    $18,000,000

     D.   Laupahoehoe community public charter school, Hawaii

          Plans, design, and construction for installation of a photovoltaic system to power the campus.

Plans and design                       $   80,000

Construction                           $  500,000

     Total funding                     $  580,000

3.   To be expended by the university of Hawaii:

     A.   Imiloa astronomy center, Hawaii

          Plans, design, construction, and equipment for the redesign and renovation of planetarium and equipment.

Construction                           $3,450,000

Equipment                              $  500,000

     Total funding                     $4,000,000

     B.   North Hawaii education and research center, Hawaii

          Land acquisition, plans, design, and construction of a sidewalk from Mamane Street to North Hawaii Education and Research Center.

Land acquisition                       $   30,000

Plans and design                       $  300,000

Construction                           $2,670,000

     Total funding                     $3,000,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sums appropriated shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
