A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION
1. Hawai‘i
is distinguished not only by its linguistic and cultural diversity, but also by
its unique status as the only state in the nation with two official
languages: English and Hawaiian. The legislature recognizes a future that
capitalizes on Hawai‘i's multilingual assets to meet
twenty-first century needs and demands.
The legislature also recognizes the
importance of creating a more culturally-responsive policy climate that
embraces the opportunities of Hawai‘i's diverse ethnic and heterogeneous
linguistic population. Recognizing the
important role of multilingualism in providing a meaningful and equitable
education for student achievement, the Hawai‘i
state board of education approved Board policy 105-14, "Multilingualism
for Equitable Education Policy" and Board policy 105-15, "Seal of Biliteracy
Policy," which promotes high proficiency in English or Hawaiian and an
additional language. Both policies, based
on long-standing research showing the effectiveness of language education for
student achievement, support the teaching and learning of languages to fuel
economic growth and support international business, military/diplomatic
relations, workforce development, and global competence. The legislature believes that successful implementation
of policies aimed at furthering multilingualism within the State's public
education system supports student achievement and helps to narrow the
achievement gap.
The purpose of this Act is to establish one full-time equivalent (1.00 FTE) world languages institutional support position within the department of education and appropriate funds for this purpose.
SECTION 2. There is established within the department of education one full-time equivalent (1.00 FTE) world languages institutional support position to:
(1) Lead the implementation and assessment of world language programs in the department of education;
(2) Coordinate and deliver professional development within the department of education;
(3) Serve as a liaison between the department of education and external organizations;
(4) Oversee Board policy 105-14, "Multilingualism for Equitable Education
Policy," which includes developing innovative language programs, such as
dual language, heritage language, and language learning programs; ensuring
teacher quality; and promoting outreach to parents and community stakeholders;
and
(5) Carry out additional responsibilities related to department of education initiatives and priorities.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $91,909 or so much thereof as may be necessary for fiscal year 2018-2019 for one full-time equivalent (1.00 FTE) world languages institutional support position (EDN 200) within the department of education.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2018.
