A BILL FOR AN ACT

 

 

relating to fireworks.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 132D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§132D-     Reporting; reward.  Each county shall offer a monetary reward to individuals who report individuals setting off, igniting, discharging, or otherwise causing fireworks to explode within that county in violation of section 132D-3 or 132D-4; provided that no monetary reward shall be issued until the county receives its portion of the fine imposed, pursuant to section 132D-14(c), which may be used to pay the monetary reward, or the reported persons have been convicted of violating section 132D-4, whichever is applicable."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 to assist the counties in implementing section 1 of this Act, as follows:

     (1)  City and county of Honolulu             $          ;

     (2)  County of Hawaii                       $          ;

     (3)  County of Kauai                        $          ; and

     (4)  County of Maui                         $          .

     The sum appropriated shall be expended by the counties for the purposes of this Act.

     SECTION 3.  This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2022.
