A BILL FOR AN ACT
RELATING TO EMERGENCY MANAGEMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 127A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§127A- Emergency
hazard flood mitigation special fund.
(a) There is established an
emergency hazard flood mitigation special fund, into which shall be deposited:
(1) Appropriations
made by the legislature to the special fund;
(2) Gifts,
donations, and grants from public agencies and private persons; and
(3) All
interest earned or accrued on moneys deposited into the special fund.
(b) Moneys in the special fund shall be used by
the agency to implement emergency flood mitigation measures, including but not
limited to the acquisition of emergency flood mitigation equipment.
(c) Moneys on balance in the special fund at the
close of each fiscal year shall remain in the special fund and shall not be
transferred or lapsed to the credit of the general fund."
SECTION 2. There is appropriated out of the general
revenues of the State of Hawaii
the sum of $ or so much thereof
as may be necessary for fiscal year 2018-2019 to be deposited into the
emergency hazard flood mitigation special fund.
SECTION 3. There is appropriated out of the
emergency hazard flood mitigation special fund the sum of
$ or so much thereof as may be
necessary for fiscal year 2018-2019 to purchase water pumps, generators, and
heavy equipment.
The sum appropriated shall be expended by
the Hawaii emergency management agency for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2050.
