A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Seventh REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $133,527,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the seventh representative district, as follows:
1. Ellison Onizuka Kona International Airport livestock inspections
Plans, design, construction, and equipment and appurtenances for inspection of livestock arriving and departing from the Ellison Onizuka Kona International Airport.

Equipment $100,000
Total funding $800,000
The sum appropriated for this capital improvement project shall be expended by the department of agriculture.
2. Hawaii ocean science and technology park roads
Construction for two new roads: Kahilihili Street extension from Makako Bay Drive to the southern boundary to be 0.26 miles; and, Pao‘o Street to be 0.37 miles, including design, archaeological monitoring, construction engineering services, Hawaii Electric Light Company service fees, construction management, and contingencies.

The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.
3. West Hawaii freshwater well
Construction for an exploratory potable freshwater well in west Hawaii.

The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism.
4. Holualoa elementary school, Hawaii
Construction for fence enclosure of campus to improve campus safety.

The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Holualoa elementary school, Hawaii
Plans, design, construction, and equipment and appurtenances for internal campus road improvements for safety of students and staff.

Design and construction for elevator repairs and modernization to ensure ADA compliance and increase safety.

Plans and construction for repainting of campus buildings to maintain the structural integrity and reduce cracking.

Plans and construction for stadium light upgrades, including converting to light-emitting diode lighting, to support the green energy initiative.

Design and construction for the upgrade of infrastructure and facilities for cabins and waterlines at Hapuna state park.

15. Honokohau small boat harbor improvements, phase 3
Design and construction for Honokohau small boat harbor improvements, phase 3, including asphalt paving, striping, and drainage improvements within the harbor.

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
16. Honokohau small boat piers I and J floating docks
Design and construction for Honokohau small boat piers I and J floating docks to replace existing fixed concrete piers with new aluminum framed floating docks with plastic lumber fenders, fiber reinforced plastic decking, electrical and water utilities, and lighting.

17. Kekaha Kai state park
Construction for upgrades and improvements to facilities and adding campground amenities at Kekaha Kai state park.

18. Pu‘uwa‘awa‘a forest bird sanctuary
Plans, design, and construction for Hale Piula tank clean-up and replacement in the Pu‘uwa‘awa‘a forest bird sanctuary, Kona, to dismantle the tanks, remove hazardous materials, and install new tanks.

19. Pu‘uwa‘awa‘a forest reserve
Plans, design, and construction for hazardous material clean-up in Pu‘uwa‘awa‘a forest reserve, Kona, to remove hazards from the former Vulcanite Quarry Company site including asbestos, a buried diesel tank, old machinery, and barbed wire fences.

20. Pu‘uwa‘awa‘a forest reserve
Plans, design, and construction for lake house renovations in the Pu‘uwa‘awa‘a forest reserve, Kona, for a bathroom, stairway, deck, ramp, kitchen, and electrical system upgrades.

21. West Hawaii jail and community transition center
Construction for a west Hawaii jail and community transition center.

22. Kona community hospital
Plans, design, construction, and equipment and appurtenances for the renovation of the current laboratory space to accommodate the move of the imaging suite and purchase of new equipment.

The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.
23. Hawaii community college-Palamanui campus
Construction for the repair and repainting of Palamanui buildings and public access areas of the campus.

The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
24. Hawaii community college-Palamanui campus
Plans and design for expansion of nursing and early childhood education labs to accommodate additional health care cohorts and aid in the shortage of personnel at the Kona community hospital.

The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2024.
