A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FORTY-THIRD REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $107,252,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of financing capital improvement projects for the forty-third representative district, as follows:

1.   To be expended by the department of education:

     A.   Kapolei high school, Oahu

          Plans, design, construction, and equipment to replace stadium light fixtures.

     B.   Kapolei high school, Oahu

          Design and construction of a new performing arts auditorium to promote arts education.

     C.   Kapolei high school, Oahu

          Design and construction of a new fourteen-classroom integrated academy building to address future student enrollment growth and expansion of innovative programs.

              Total funding                         $40,000,000

     D.   Kapolei high school, Oahu

          Design and construction for the re-growing and sodding of the athletic stadium grass field to address safety issues.

     E.   Kapolei high school, Oahu

          Design and construction for the installation of field turf for the softball and baseball athletic fields.

     F.   Kapolei high school, Oahu

          Design and construction for the installation of a rubberized track to address safety issues.

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the respective department for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2024.
