A BILL FOR AN ACT

 

 

RELATING TO THE SMALL-SATELLITE ECONOMIC ASSESSMENT STUDY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii is unrivaled in the United States for equatorial launches and has unequaled potential for small-satellite launch and processing facilities.  The legislature further finds that growing private-sector interest in establishing small-satellite launch facilities in Hawaii demonstrates the potential of an emerging economic sector.  The legislature finds that a small-satellite economic assessment study can validate potential markets, timeframes, and economic drivers.

     The purpose of this Act is to provide a grant for a small-satellite economic assessment study.

     SECTION 2.  (a)  The department of business, economic development, and tourism, shall contract with the Pacific international space center for exploration systems for a small-satellite economic assessment study to analyze potential markets, timeframes, and economic drivers of small-satellite launch facilities in Hawaii.

     (b)  The department of business, economic development, and tourism shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days before the regular session of 2017.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2016-2017 for the purpose of funding a small-satellite economic assessment study to be conducted by the Pacific international space center for exploration systems.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
