A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-sixth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $30,720,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the twenty-sixth representative district, as follows:
Construction and equipment for air conditioning of all student buildings and spaces for health, safety, and security purposes; electrical improvements.
Construction $2,000,000
Equipment $500,000
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Lunalilo elementary school
Construction and equipment for security improvements to ground floor spaces.
Construction $50,000
Equipment $250,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Lunalilo elementary school
Design and construction for covered multipurpose space and campus security improvements; ground and site improvements.
Design $500,000
Construction $3,000,000
Total funding $3,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. McKinley high school
Construction and equipment for stadium bleacher seating and lighting, boy's PE and athletic locker room, girl's field athletic locker room, training room, press box, weight training room, storage, and other PE or athletic support facilities.

Total funding $19,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. McKinley high school
Construction for repainting the exteriors of buildings A, B, C, D, E, F, and H.
Construction $1,540,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Princess Ruth Keelikolani middle school
Construction and equipment for paving for parking.
Construction $100,000
Equipment $50,000
Total funding $150,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Princess Ruth Keelikolani middle school
Equipment for changing school signage due to the school name change.
Equipment $50,000
Total funding $50,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Princess Ruth Keelikolani middle school
Plans, construction, and equipment for new bathrooms in B and C buildings.
Plans $3,000
Construction $200,000
Equipment $200,000
Total funding $403,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Princess Ruth Keelikolani middle school
Plans, construction, and equipment for new bathrooms in D building.
Plans $3,000
Construction $100,000
Equipment $100,000
Total funding $203,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Princess Ruth Keelikolani middle school
Plans, design, construction, and equipment for an Americans with Disabilities Act of 1990 elevator to second floor of auditorium for wheelchair access.

Total funding $310,000
The sum appropriated for this capital improvement project shall be expended by the department of education.

Plans, design, construction, and equipment for an Americans with Disabilities Act of 1990 ramp for A and B buildings.

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Princess Ruth Keelikolani middle school
Plans, land, design, and construction for an outside eating area to support distancing for students during lunch and to protect students from the elements.

The sum appropriated for this capital improvement project shall be expended by the department of education.

Design, construction, and equipment for telecommunications infrastructure upgrades.

The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
