A BILL FOR AN ACT
RELATING TO RECYCLING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of health shall assess the viability of the glass advance disposal fee program at current funding levels. The assessment shall quantify all aspects of the program including the number of glass containers currently covered by the program, the average size and weight of containers covered under the program, and shipping and processing costs to recycle glass containers covered under the program. The assessment shall also include recommendations as to whether an increase in the glass advance disposal fee is necessary for the continued viability of the program.
(b) The department of health shall submit a report of its findings and recommendations on the assessment of the glass advance disposal fee program, including any proposed legislation, no later than twenty days prior to the convening of the regular session of 2017.
(c) The department of health shall also submit a report to the legislature on the department's progress in adopting the recommendations contained in Auditor's Report No. 14-17 entitled A Study to Identify Local Alternatives to Shipping Non-Deposit Glass Out of the State of Hawaii no later than twenty days prior to the convening of the regular session of 2017.
SECTION 2. This Act shall take effect upon its approval.
