STATE OF HAWAII

 

 

 

 

 

 

A BILL FOR AN ACT

 

 

relating to hawaii's economy.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that, given the current downturn of the national and local economy, it is essential that a study of the State's economic conditions and prospects be conducted in an objective manner to address serious challenges facing the State, including the overall high cost of living and doing business in the State, the high costs of housing and consumables, outward migration of skilled and knowledgeable workers, and outward investment.

     In view of the heightened competitiveness facing individual states and countries, it is critical that the State's leaders have a clear understanding of the global forces that influence the State's economy, the State's relative competitiveness, and policies and options that are available for placing the State on an optimal development path.

     The purpose of this Act is to appropriate funds for the Hawaii tourism authority to contract with independent agencies to undertake an independent study of the conditions, challenges, and opportunities facing the State.

     SECTION 2.  (a)  The Hawaii tourism authority shall contract with one or more of the following independent agencies to conduct an independent study of Hawaii's economy:

     (1)  The Brookings Institution;

     (2)  SRI International (formerly Stanford Research Institute);

     (3)  Massachusetts Institute of Technology;

     (4)  Hawaii Institute for Public Affairs; and

     (5)  The Research Corporation of the University of Hawaii.

     (b)  The study shall include the following:

     (1)  An independent study of the conditions, challenges, and opportunities facing the State, to include:

         (A)  Benchmarking the State's key assets and liabilities;

         (B)  An analysis to examine the key groupings of industries that drive the State's economy;

         (C)  An assessment of the key competitive forces affecting the State and industries within it (e.g., costs of living and doing business, globalization and outsourcing, consumer trends, and new technological developments); and

         (D)  An initial analysis of the key policies that are affecting the State's economic global position;

     (2)  An overall strategy for addressing the challenges facing the State and using the advantages and strengths of the State in meeting these challenges; and

     (3)  Any recommended proposed legislation.

     (c)  The contract shall be exempt from the formal requirements of chapter 103D, Hawaii Revised Statues; provided that the Hawaii tourism authority shall adhere to the spirit of chapter 103D.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000 or so much thereof as may be necessary for fiscal year 2010-2011 for contracting the services of the independent entities identified in section 2 to undertake the study set forth in section 2.

     The sum appropriated shall be expended by the Hawaii tourism authority for the purposes of this Act.

     SECTION 4.  The Hawaii tourism authority shall deliver the completed report prepared by the contracted entity to the Legislature no later than twenty days prior to the convening of the regular session of 2012.

     SECTION 5.  This Act shall take effect on July 1, 2010.
