A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Forty-fifth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $229,475,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the forty-fifth representative district, as follows:

1.   Kamaile academy public charter school

     Design, construction, and equipment and appurtenances for installation of air conditioning systems in the cafeteria, library, and administrative buildings; ground and site improvements.

     Design                         $330,000

     Construction                 $1,000,000

     Equipment                      $370,000

          Total funding                     $1,700,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Kamaile academy public charter school

     Design, construction, and equipment and appurtenances for installing a campus playground, additional parking, irrigation system, and fencing; grading and conditioning the soil; ground and site improvements.

     Design                          $80,000

     Construction                 $1,000,000

     Equipment                      $120,000

          Total funding                     $1,200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Leihoku elementary school

     Design and construction for parking lot expansion.

     Design                         $150,000

     Construction                   $350,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Leihoku elementary school

     Design, construction, and equipment and appurtenances for covered walkways throughout the campus; ground and site improvements.

     Design                         $210,000

     Construction                   $470,000

     Equipment                       $20,000

          Total funding                       $700,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Waianae elementary school

     Design, construction, and equipment and appurtenances for a covered play court; ground and site improvements.

     Design                         $600,000

     Construction                 $1,200,000

     Equipment                      $200,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Waianae high school

     Design and construction for a multipurpose sports facility.

          Total funding                    $10,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Waianae high school

     Design and construction for a Waianae cultural center.

     Design                         $300,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Waianae high school

     Design, construction, and equipment and appurtenances for electrical upgrades for building A; ground and site improvements.

     Equipment                      $200,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

9.   Waianae high school

     Land, design, construction, and equipment and appurtenances for installation of a pool.

     Construction                $18,000,000

     Equipment                      $500,000

          Total funding                    $20,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  Waianae intermediate school

     Design, construction, and equipment and appurtenances for a covered campus playground and basketball court; ground and site improvements.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  Waianae intermediate school

     Design, construction, and equipment and appurtenances for a sixth grade building; ground and site improvements.

     The sum appropriated for this capital improvement project shall be expended by the department of education.

12.  Breach repair in the Makaha stream berm

     Design and construction for repair of the earthen berm at the breach.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

13.  Eku stream channel and off-line detention basin

     Plans, land, design, construction, and equipment and appurtenances for improvements to Eku stream to extend the channel upstream.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

14.  In-stream detention basins for Makaha stream

     Plans, design, and construction for the in-stream detention basins for the Makaha stream project.

15.  Kili drive channel

     Plans, design, and construction for a trapezoidal-shaped, open concrete-lined ditch.

          Total funding                    $19,937,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

16.  Makaha stream levee

     Plans, design, and construction for a reinforced concrete levee (flood wall) system along the northern and western side of affected properties on Manuku and Nukea streets.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

17.  Mauna Olu Estates drainage improvements

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

18.  Noholio road drain line

     Design and construction for installation of a drain line on Noholio road with a closed culvert system.

          Total funding                     $3,300,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

19.  Restoration of Makaha surfing beach "pond"

     Plans, design, and construction for restoration of the "pond" at Makaha beach that served as a natural debris basin.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

20.  Waianae small boat harbor

     Land, design, and construction for asphalt pavement, drainage improvements for the dirt parking area near the harbor entrance, and repair of damage to the main loading dock at the harbor.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

21.  Farrington highway

     Plans, land, design, construction, and equipment and appurtenances for the extension of the fifth lane to widen Farrington highway; creation of a parallel route for the Waianae coast; extension of Paakea road; and other traffic improvements.

     Design, construction, and equipment and appurtenances for a new reinforced concrete bridge at Farrington highway crossing Eku stream.

          Total funding                    $19,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2024.
