A BILL FOR AN ACT

 

 

RELATING TO A LEAVE GRANT PROGRAM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of labor and industrial relations shall conduct an actuarial study on a potential leave grant pilot program to help small businesses with up to one hundred employees offer their employees paid family leave and sick leave. The study shall identify the following, at minimum:

     (1)  The potential costs of the grants that would be paid to small businesses; and

     (2)  The costs to administer the pilot program.

     (b)  The department of labor and industrial relations shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the department of labor and industrial relations to conduct an actuarial study pursuant to section 1 of this Act.

     The sums appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 3.  This Act shall take effect on June 30, 3000.
